asked the Secretary of State for the Environment what is the average cost of creating a job in an enterprise zone.

At this stage of the enterprise zones experiment, it is not possible to give a figure: the costs of providing the infrastructure in the zones are incurred mainly in the early years whilst the jobs follow over the 10 years of designation. Similarly much of the investment in buildings and hence eligibility for capital allowances arises well in advance of the creation of jobs.
