Mr. Benn

asked the Secretary of State for Energy if Her Majesty's Government support the proposed United States legislation (HR 5048, Sec 214) in regard to plutonium of United Kingdom civil origin exported to the United States under the provisions of the United States-United Kingdom Mutual Defence Agreement (Cmnd. 895, 1958) as amended.

Mr. Goodlad

We have had repeated assurances from the United States Government that it is not their policy to use plutonium exported from the United Kingdom under the Barter arrangements before 1971 for weapons purposes. The proposed legislation referred to by the right hon. Member is not a matter for Her Majesty's Government.

asked the Secretary of State for Energy if the plutonium held at Sellafield on behalf of the Central Electricity Generating Board and South of Scotland Electricity Board is held under International Atomic Energy Authority safeguards.

Mr. Goodlad

Plutonium held at Sellafield on behalf of CEGB and SSEB is held in facilities which are included in the list of facilities provided to the IAEA under the United Kingdom/Euratom/IAEA safeguards agreement.
