§ Mr. Tony Banksasked the Secretary of State for the Environment how many housing authorities have had their notional surplus on the housing revenue account for 1984–85 increased a zero grant-related expenditure; and if he will give an analysis as follows (a) the percentage of shire districts receiving this increase, (b) the percentage of metropolitan districts receiving this increase, (c) the percentage of London authorities receiving this increase and (d) for all housing authorities and each class of housing authority, the housing revenue account grant related expenditures before and after the notional surpluses were set at zero and their actual budgeted 1984–85 surpluses/deficits.
§ Sir George YoungFor 1984–85, 317 housing authorities have their notional surpluses on the housing revenue account set to zero for GRE purposes. This comprised 94.6 per cent. of shire districts, 77.8 per cent. of metropolitan districts and 45.0 per cent. of outer London boroughs.
Housing revenue account GRE's with and without notional surpluses set to zero are shown in annex A, for classes of authority, and in table 1 for all individual housing authorities. Actual budgeted 1984–85 surpluses and deficits are shown in table 2. I have placed copies of these figures in the Library of the House.
