asked the Secretary of State for the Environment what proportion of the unsatisfactory dwellings which in 1984–85 constituted 59 per cent. of the general needs index used to distribute housing investment programme allocations were owned by local authorities; and what proportion of the total general needs index is made up of unsatisfactory local authority dwellings.

Some 13 per cent. of the total dwelling stock found to be unfit, lacking basic amenities or in disrepair, and therefore included within the stock condition indicators of the generalised needs index, was owned by local authorities. Unsatisfactory local authority-owned dwellings accounted for 8 per cent. of the total generalised needs index used for 1984–85 housing investment programme allocations.
