§ Sir George YoungSome 13 per cent. of the total dwelling stock found to be unfit, lacking basic amenities or in disrepair, and therefore included within the stock condition indicators of the generalised needs index, was owned by local authorities. Unsatisfactory local authority-owned dwellings accounted for 8 per cent. of the total generalised needs index used for 1984–85 housing investment programme allocations.
