Mr. John David Taylorasked the Secretary of State for Foreign and Commonwealth Affairs (1) if, in negotiations for the entry of Spain into the European Community, the Spanish Government have said that Ceuta and Melilla on the African coast are part of the kingdom of Spain;
(2) if the Commission of the European Communities regards Ceuta and Melilla as part of the kingdom of Spain.
§ Mr. RifkindNone of the participants in the accession negotiations, including the Commission, has suggested that Ceuta and Melilla should not be discussed in the negotiations as part of the kingdom of Spain. Under Spanish law they are part of the kingdom of Spain. It is common ground that the terms of the Spanish accession treaty will apply to all parts of the kingdom of Spain.
