asked the Secretary of State for Wales what consultations were held with Manpower Services Commission staff prior to the drawing up of proposals contained in the document, "Development of the Employment Service in Wales", and what representations he has received from staff about the impact of these proposals on the service's effectiveness.

Preliminary proposals for the reorganisation of the employment services in Wales were first put to the staff and trade unions in May as part of the process leading to the draft proposals circulated for comment to all interested parties, including MSC staff representatives, in July this year. The regional convenor of the Civil and Public Services Association has sent to the Department copies of a letter criticising the proposals.
