Mr. Strang

asked the Secretary of State for Scotland how many applications for the youth training scheme have been approved for the first quarter of 1984 in the Edinburgh travel-to-work area; and what proportion of these applications were mode A and mode B schemes, respectively.

In the first three months of 1984, eight youth training schemes were approved in the Edinburgh travel-to-work area. They consisted of seven mode A schemes (for a total of 58 places) and one mode B2 scheme (for 13 places).

Note:

The Edinburgh travel-to-work area comprises the jobcentre areas of Edinburgh, Leith, Portobello, Musselburgh, Loanhead, Dalkeith and Penicuik.

asked the Secretary of State for Scotland how many young people received injuries while on the youth training scheme in (a) Scotland and (b) the Edinburgh travel-to-work area in each year since the scheme began and for the first three months of 1984.

Between 1 October 1983 and 31 December 1983, the first full quarter and the most recent for which statistics are available since the youth training scheme became fully operational in September 1983, the numbers of recorded injuries, that is resulting in absences of more than three days, to trainees in Scotland and the Edinburgh travel-to-work area were 73 and seven respectively. These figures include accidents which would not have been notifiable to the Health and Safety Executive had they involved employees.

asked the Secretary of State for Scotland if he will now accept the decision taken by the Tayside-Grampian manpower board to accept an application for a youth training scheme at the Dundee workshop operated in conjunction with the churches; and if he will provide the funds required to finance the scheme.

The responsibility for this matter lies with the Manpower Services Commission. I understand the commission is presently considering the implications of the recent decision by the area manpower board for Grampian and Tayside. The funding of commission schemes must be contained within the budgetary provision already allocated to it.
