§ Mr. NewtonI am replying to a letter from the Leicestershire standing conference of voluntary organisations for the physically handicapped about severe disablement allowance which has been forwarded by three right hon. and hon. Members. I have also met representatives of organisations of and for disabled people on several occasions to discuss our proposals for the new benefit.
