§ Mr. McCrindleasked the Secretary of State for Transport what measures he proposes to take to increase the level of compensation payable for the death or injury of airline passengers.
§ Mr. David MitchellThe United Kingdom has decided to ratify the Montreal protocols to the Warsaw convention and appropriate steps are now being taken. Montreal protocol No. 3, if in force, would raise the limit on an airline's liability for death or injury caused on international journeys betwen states which have ratified the protocol to 100,000 special drawing rights, approximately £74,000 from the limit of approximately £11,800 usually applicable under existing arrangements. The limit would apply whether or not an airline had been negligent.
Thirty states must ratify each protocol before it can come into force. Should there continue to be an insufficient number of ratifications to bring protocol No. 3 into force, we would wish to review the question of our adherence to the system of compensation provided for under the Warsaw convention and its protocols.
