§ Mr. Peter Morrison[pursuant to his reply, 9 April 1984]: No. The function of area manpower boards is to give advice and assistance to the Manpower Services Commission in planning and delivering its whole range of services and programmes in the area. The composition of the boards is designed to enable them to perform this role effectively.
