§ Mr. Austin Mitchellasked the Secretary of State for Social Services what requirements he has imposed on health authorities considering privatisation of services as to (a) charges for facilities used by contractors such as light, heat, steam, subsidised canteens and parking, (b) fair and comparable wages, (c) staffing levels and consultation processes in the preparation of in-house bids and (d) accounting for redundancy payments and costs of facilities unused, mothballed, or rented in comparing inside and outside bids.
§ Mr. Kenneth ClarkeAdvice on these matters hFas been given in circular HC(83)18 on competitive tendering issued in September 1983, in letter DA(83)40 and the specimen cleaning and catering documents issued on 22 November 1983, and in the addendum to DA(83)40 and laundry specimen documents issued on 9 March 1984. Copies of all these documents have been deposited in the Library of the House.
