§ Mr. Proctorasked the Secretary of State for Employment if he will make a statement on progress towards free movement of labour within the European Community.
§ Mr. Alan Clark[pursuant to his reply, 28 November 1983]: Subject to the terms of the Greek treaty of accession, which permits certain controls to be maintained by the Hellenic Republic with regard to nationals of other member states and by other member states with regard to Hellenic nationals until 1 January 1988, workers who are nationals of a member state of the European Community are entitled to move freely within the Community for the purposes of taking or seeking employment.
Community law also provides for rights of establishment and the freedom to take up and pursue activities on a self-employed basis. Work on the mutual recognition of professional qualifications—on which a number of agreements have been reached in recent years—is proceeding.
