The figures for 1980–81 relate to the transitional arrangements in force prior to the introduction of block grant. The figures for 1981–82 onwards relate to grant held back because authorities exceeded their expenditure targets. The figures for 1981–82 are based on outturn expenditure; those for 1982–83 and 1983–84 are based on budgets.
