Member for Liverpool, Riverside, Official Report, c. 18, relating to Government action in the event of the actions of a local authority leading to a serious breakdown of services, what powers he has to take action in these circumstances.

There is a wide range of default powers for specific services by no general power to take over the functions of a local authority.
