§ Mr. MooreThe new manpower targets will still enable the present level of investigation work against tax evasion to be maintained generally. For work in the area of "ghosts" — people unknown to the Revenue — and "moonlighters" — those with undeclared income from secondary occupations—I have approved the redeployment of 850 staff over the four-year period. This is a substantial increase on present levels of investigations in this area.
