§ Mr. Greenwayasked the Secretary of State for the Home Department if he will seek to amend the Protection of Animals Act 1911 so that neglect of animals' welfare is added to cruelty as a ground for confiscation of animals under section 3 of the Act.
§ Mr. MellorThe offence of cruelty under the 1911 Act already includes causing unnecessary suffering to an animal by wantonly or unreasonably omitting to do any act, and this is likely to cover the great majority of instances of neglect of the kind refered to by my hon. Friend.
