asked the Secretary of State for the Environment whether the Government will amend the definition of old dwellings for the purpose of qualification for repairs grants to include buildings erected before 1 January 1919.

Repair grants are already available for dwellings built before 1 January 1919. I assume my hon. Friend has in mind extending repairs grants to dwellings built after 1 January 1919.

We are currently reviewing the operation of the home improvement grant system and we have the 1919 cut-off date under consideration, though the last English house condition survey showed that over 90 per cent. of dwellings in substantial disrepair were built before 1919.
