§ Mr. Moore[pursuant to his reply, 31 October 1983, c. 262]: A provision was proposed in this year's Finance Bill, but not enacted, under which appeals which had been heard by the special or general commissioners in the absence of the appellant might be reheard. Further consultation on the proposed legislation of which this provision is a part is proceeding.
