What restrictions may be placed on visits to prisoners who have been transferred under the provisions of Circular Instruction 10/1974 by governors at prisons in England and Wales and why the practice in this matter varies from one prison to another.
§ Lord Elton
A prisoner transferred to a local prison under the provisions of Circular Instruction 10/1974 is segregated under Prison Rule 43 and his visits are subject to the same conditions as any other prisoner of the same security category segregated under Prison Rule 43 in that prison. The availability of staff and visiting facilities may lead to variations, from one prison to another, in the frequency and duration of visits and in the physical conditions under which visits are held.
