§ The Prime MinisterThere is no set agenda at European Council meetings; Heads of Government are free to raise any items of concern to them. In Stuttgart on 6–7 June I expect Heads of Government to review the Community's economic and social situation as well as international economic and political developments; and to discuss the subjects covered by the conclusions of their March meeting, namely, the financing of the Community, including the solution for 1983 and later of the budget 295W problem; the enlargement negotiations; youth unemployment; energy, research and development policy; completion of the internal market; and environmental questions.
