§ Mr. BlakerThe policy on no first use of any weapons has been made clear on many occasions, notably by NATO Heads of Government, meeting in Bonn in June 1982. To quote from the declaration issued at that meeting
Our purpose is to prevent war and, while safeguarding democracy, to build the foundations of lasting peace. None of our weapons will ever be used except in response to attack.
