§ The Prime MinisterNo. Substantial provision already exists in the social security system for people who are widowed or disabled, and there are also preferential schemes which compensate for death or injury due to service in the armed forces, accidents at work or criminal assault. I am not persuaded that the establishment of a new fund would be a justifiable use of scarce resources.
