asked the Secretary of State for the Home Department what assessment he has made of the likely scale of any nuclear attack on the United Kingdom for purposes of planning civil defence.

Neither the weight nor the pattern of a nuclear attack on the United Kingdom can be predicted with certainty as they would depend on the strategic intentions of an aggressor at the time of attack. We advise those working in the field of civil defence to plan for a range of possible attacks, including conventional bombing, a nuclear attack confined to military targets, and a full-scale nuclear attack aimed at destroying both military installations and major cities.
