§ Mr. WhitelawMy officials have recently conducted a review of progress made in developing consultation arrangements since administrative guidance was issued last June. The general picture is encouraging, but because arrangements must be geared to local needs the pattern varies, even within one police area, the information we have cannot readily be presented in the form requested.
