§ Mr. Stoddartasked the Secretary of State for Education and Science if, in view of the surplus of teachers and teaching accommodation arising from falling school rolls, he will issue a circular to all local education authorities suggesting that they make provision for the admission of all rising fives to state primary education where such provision does not exist already.
§ Dr. BoysonNo. My right hon. Friend recognises the value of providing educational opportunities for children of this age, and that a surplus of primary accommodation offers scope for development; but he believes this to be a matter best left for decision by local education authorities in the light of their local needs and priorities.
