asked the Prime Minister if she will institute a study of the practical implications of introducing a tax credit or basic income guarantee scheme on a revenue-neutral basis, with a view to publishing its findings and recommendations before the end of the year.

Tax credit schemes have been the subject of considerable study by the Government and they were discussed in the Government's written evidence to the Sub-Committee of the Treasury and Civil Service Select Committee on personal income taxation and income support. I do not believe that a further study is necessary at this stage, but the Government continue to keep these ideas in mind.
