asked the Chancellor of the Exchequer whether any material dispatched from Argentina for learned libraries in the United Kingdom, including the Bodleian and the Scott Polar libraries, is being held up by Her Majesty's Customs and Excise.

Yes. The importation of the goods concerned is prohibited under the Import, Export and Customs Powers (Defence) Act 1939.
