§ Mr. JoplingThe report, published on 17 June, contains some far-reaching recommendations which I am studying and which my colleagues and I will need to consider together. The work was started following my colleagues and I taking up our new responsibilities, but, in view of the importance of the issues which have been raised, some time will be needed to complete the task.
