§ Mr. WaldegraveDetailed proposals, which will be contained in a White Paper to be published in the autumn, will be the subject of wide consultations. We propose to introduce legislation in the 1984–5 Session of Parliament, with a view to transfers of functions becoming effective on 1 April 1986.
