§ Mr. StanleyIn October 1982, 1.3 million council and new town tenants in England were in receipt of rent rebate. A further 0.25 million private sector tenants were in receipt of rent allowance. During the twelve months ending 31 March 1982, some 3.1 million households in all tenures received rate rebate in England. The figures exclude households receiving supplementary benefit.
