§ Sir George YoungLocal authority housing investment programme bids in the north-west region for 1983–84 were almost twice the regional allocation. Hyndburn's allocation of £3.165 million was based on the424W Department's assessment of their needs relative to other authorities in the north-west. The HIP allocation can be supplemented by the prescribed proportion of capital receipts. Moreover, additional resources will be available to the Council for any spending on renovation grants above £1.595 million which exceeds the original allocation.
