Mr. Foulkes

asked the Secretary of State for Defence if he will give an estimate for the 1982–83 annual additional cost of the Falklands garrison and its back-up for (a) transportation of all kinds, (b) construction of new island infrastructure, (c) ammunition, (d) overtime and other special payments, (e) requisitioning of vehicles and boats and (f) other additional costs over and above the cost for the service men located at their home base.

The incidence of expenditure cannot yet be predicted with certainty but the extra costs of the operation and the garrison in 1982–83 are estimated to be between £700–800 million. It is not realistic to distinguish between many of the costs of the operation and of the garrison.

Information about the breakdown of expenditure is not available in the exact form requested. However, on the above basis, the estimated extra cost of transportation (including requisitioning and charter of ships, and fuel costs) is about £300 million on Defence vote 1. Some additional transportation costs will fall on vote 2, but these have not been identified separately. The estimated extra cost of works services is about £40 million, while the cost of overtime and other special payments is expected to be about £50 million.
