§ Mr. SproatAny ship lost or stranded on or near the coasts of the United Kingdom may be the subject of a preliminary inquiry or formal investigation under sections 465 and 466 of the Merchant Shipping Act 1894. Nevertheless, we would normally regard the investigation of such a casualty as primarily the responsibility of the flag state.
