§ Mr. MellorWhilst the Government have no reponsibility for the sources from which animals used in reseach laboratories are obtained, and cannot therefore ensure that stolen dogs never reach them, it has long been the practice of the cruelty to animals inspectorate, to advise laboratories to obtain supplies, particularly of cats and dogs, from reputable suppliers. We have every reason to believe that laboratories are fully aware of their responsibility to ensure that supplies of animals are legally obtained. The criminal law provides severe penalties for theft or dishonest handling of animals and these matters are the subject of investigation by the police when alleged offences are reported.
