§ Ms. Harmanasked the Secretary of State for Transport what percentage of the total construction costs of (i) motorways and (ii) trunk and principal roads is spent on (a) design and administration, (b) land acquisition, (c) earthworks, (d) drainage and minor structures, (e) bridges and major structures, (f) road pavement, (g) traffic signs, road markings and lighting, (h) landscaping, noise barriers and tree planting, (i) compensation under the Land Compensation Act 1973 and (j) other matters; and what fraction of these separate items is allocated solely to heavy goods vehicles to make up the 15 per cent. of total road construction costs allocated by gross vehicle weight kilometres in the annual allocation of road track costs.

Spending on principal roads is the responsibility of the local highway authorities, while Departmental spending does not conform in detail to the categories specified.
