Under the youth training scheme travel costs in excess of £4 are reimbursed to trainees. This has been the position since the inception of the youth opportunities programme in 1978.

Between January 1982, when the £25 allowance was first introduced, and September 1983 the transport and vehicles component of the retail prices index increased by 12.9 per cent.
