§ Sir George YoungInformal guidelines were issued to the members of rent assessment panels in October 1980. I am placing a copy in the Library. I am not aware that any difficulties are arising in their application, and I do not at present consider it is necessary to use this reserve power to make regulations specifying the criteria.
