asked the Chancellor of the Exchequer what would be the average increase in the price of petrol per gallon if excise duty on petrol were to replace vehicle excise duty as a means of taxing road users.

It is estimated that the tax on petrol would have to be raised by about 31p per gallon to replace the vehicle excise duty paid by petrol driven vehicles.
