asked the Chancellor of the Exchequer whether personal data held by the new computerised pay-as-you-earn system will be accessible only by giving the national insurance number of the person concerned.

Yes. Inland Revenue staff in tax offices will use the national insurance number, in conjunction with certain other controls, to access personal data relating to a taxpayer.
