asked the Secretary of State for the Environment whether he will ensure that captive balloons will require express planning consent from the local authority and that there will be opportunity for objection.

In my Department's press notice No. 429, issued on 10 October, ny right hon. Friend announced his intention to bring advertisements on captive balloons within control by local planning authorities. Whether applications to planning authorities for consent to display an advertisement are publicly advertised is a matter within authorities' discretion; but a register of all appplications, which objectors may consult, is kept by every planning authority.
