Whether, following the decision of the divisional court in the cases of Tarrant and Leyland that the board of visitors should have considered whether or not to grant them legal representation, they will remit all awards of loss of remission handed down to serving prisoners by boards of visitors, where the requirement of the divisional court was not observed.
