§ Mr. Giles ShawBefore deciding on this, I wanted to take the Royal Commission on environmental pollution's views into account. It published its views on 18 April in Cmnd. 8852, "Lead in the Environment". Preliminary discussions have already been held with the local authority associations and a number of individual local authorities; and I will announce my decision shortly.
