§ Mr. Mellor[pursuant to his reply, 31 March 1983, c. 276]: Approximately 7,500 borstal trainees were received into prison department establishments in England and Wales in 1982. Of the borstal trainees in prison department establishments on 31 January 1983, it is estimated that immediately following their sentence and prior to their allocation to a training borstal about 40 per cent. were received into a remand centre, 40 per cent. into a local prison and 20 per cent. into a borstal allocation centre.
