§ Mr. RossiOfficials continue to keep under review various possibilities for making progress towards the Government's objective of a coherent system of benefits for disabled people to meet the costs of disability. There is, however, no prospect of substantial improvements in this area until the necessary resources become available, and my right hon. Friend has no plans to issue a consultation document at present.
