asked the Secretary of State for Education and Science when he proposes to implement the recommendations of the report of the review group on the youth service in England (Cmnd. 8686) and to introduce requisite legislation.

My right hon. Friend believes that it would be premature to reach conclusions on many of the recommendations in this wide-ranging report, including those on legislation, before the public has had time to react to it. However, my right hon. Friend is now considering whether there are some recommendations in the report on which earlier decisions are appropriate.
