§ Mr. MacfarlaneA number of organisations made this observation in commenting on the draft code of guidance for SSSIs, which will shortly be laid for Parliament's approval. However, the Government believe that, although some people will always find an opportunity to thwart the purpose of any legislation, the Wildlife and Countryside Act represents a sensible balance between statutory obligation and voluntary co-operation and provides the best format for the safeguard of the nation's important wildlife habitats. It is also our view that the effectiveness of the Act cannot be judged until all its provisions are in force and the code of guidance issued.
