§ Mr. Greenwayasked the Secretary of State for the Environment if he will seek powers to make it an offence for public bodies to levy charges for the use by the public of footpaths, cycle tracks and bridleways where rights of way are established.
§ Mr. MacfarlaneEstablished public rights of way are in law open to the public as of right. Their use is not subject to a charge. Legislation to make it an offence for public bodies to levy charges is therefore unnecessary.
