In responding to requests for consultations made in the House by the right hon. Members for Roxborough, Selkirk and Peebles (Mr. Steel) and for Plymouth, Devonport (Dr. Owen), I invited the Leader of the Opposition to join the meeting. I later responded to requests from the right hon. Members for Down, South (Mr. Powell) and for the Western Isles (Mr. Stewart).
