§ Mr. MayhewThe information readily available relates to England and Wales. A total of 139,465 persons aged 10 and under 17 were proceeded against in 1980. This number was approximately 2.5 per cent. of the population of England and Wales in that age group. The number of offenders aged 10 and under 17 cautioned by the police in 1980 was 104,423.
