Mr. J. Enoch Powellasked the Lord Privy Seal if he will make a statement on part V of schedule B to the Canada Bill, with particular reference to the question whether the procedure of amendment by proclamation is, under the terms of that part, exclusive of any other procedure.
§ Mr. LuceSection 52(3) of the schedule states
Amendments to the Constitution of Canada shall be made only in accordance with the authority contained in the Constitution of Canada".The interpretation of the provisions in schedule B to the Canada Bill for amending the constitution is a Canadian matter.
